Information Systems Security Officer

Andy Cooke is the Information Systems Security Officer at Neil Hoosier & Associates. He primarily performs the key role of Principal Systems Security Officer for a CMS OFM contract, providing systems security oversight consulting. In addition, he implements and operates a comprehensive, strategic, NHA information systems security and privacy program, consisting of awareness training, security policy and plan management across a range of NIST 800-53 control families, contingency planning, and provides oversight of contractual security and privacy requirements.

Mr. Cooke is an Information Technology (IT) and Information Security (IS) professional with over 20 years’ experience of implementation and securing of complex information systems. He has held various positions at multi-national blue-chip companies such as Exxon, IBM and ABN AMRO, and at GDIT supporting Federal government programs at Health and Human Services, and Centers for Medicare and Medicaid Services. He has technical leadership, project management, systems integration and program management experience in IT and IS disciplines in mid-tier, mainframe and cloud computing environments. He is a specialist in HIPAA/FISMA/NIST 800-53/800-171/CMS ARS/IRS P1075 controls implementation and NIST 800-37 Risk Management Framework.

Mr. Cooke holds Higher Education qualifications from Oxford Brookes University and Nottingham Trent University, and is CISSP and ITIL Certified.
